The Minister of Education and Research is advised by the Research Policy Committee4 and the Council of Scientific Competence5. The Research Policy Committee submits proposals for shaping Estonian research policy as well as the strategy for financing R&D institutions. The Council of Scientific Competence is responsible for submitting proposals to the Minister concerning the covering of expenses of research institutions, the targeted financing of research goals, and assessing the conformity of research results with international standards.

The Ministry of Economic Affairs and Communications (MEAC) is responsible for planning, coordinating and executing research and development activities and innovation policy related to business6. The Innovation Policy Committee acts as an advisory body for the Minister of Economic Affairs and Communications7. The national support measures for innovation policy are implemented by Enterprise Estonia8.


The Estonian Science Foundation (ETF)9 is responsible for supporting scientific research through the allocation of grants and for finding resources for supporting research from outside the state budget, etc. ETF also represents Estonia’s scientific community at the international level.
