By now, the implementation period of the previous adult education development plan Lifelong Learning Strategy 2005–2008 has ended. In 2007, the Ministry prepared an interim report on the lifelong learning strategy. The interim report deals with the strategy period 2005–2007 and provides an overview of the current situation in the implementation of planned activities. The final report on the strategy will be submitted for approval to the Government of the Republic by 1 August 2009.
Since the abovementioned lifelong learning strategy only deals with developments in adult education until the end of 2008, the preparation of a new strategy document is underway. In 2008, the Government of the Republic approved the proposal for preparing the Estonian Adult Education Development Plan 2009–2013. The development plan will be submitted for approval to the Government of the Republic by 1 August 2009.
According to Statistics Estonia, 9.8% of adults aged 25–64 in Estonia were engaged in learning programmes in 2008. We were almost able to reach the goal of 10% set for the end of 2008 in the Lifelong Learning Strategy 2005–2008.
