Development Plan 2009-2013
The Development Plan for the Estonian Vocational Education and Training System 2009-2013 was adopted by the Government of the Republic on 11.09.2009.
The most important aspects of the new development plan are student-orientedness as well as quality, timeliness and appreciation of VET. VET has to be open and accessible for different target groups and fulfil a social and engaging function on the one hand and offer excellence for innovative and knowledge-based development of society and economy on the other hand.
The main goals for the next four years and the measures based thereon are the following:1. The vocational education system is flexible, available, and meets the needs of the students
- Measure 1.1 Improvement of labour qualifications
- Measure 1.2 Increasing the opportunities of various target groups for vocational education
- Measure 1.3 Development of the support, counselling, and support systems
- Measure 1.4 Improvement of the student’s living conditions
- Measure 2.1 Development and modernisation of vocational education
- Measure 2.2 Development of the resources for ensuring the quality of vocational education
- Measure 2.3 Development of the personnel in vocational educational institutions
- Measure 2.4 Modernisation of the infrastructure at vocational educational institutions
- Measure 3.1 Taking the trends in society, the knowledge-based economy, and the labour market into account when planning the development of the vocational education system
- Measure 3.2 Development of the vocational system
- Measure 3.3 The appreciation of work, craftsmanship, and vocational education in society
- Measure 4.1 Making the management and development of the vocational education system more effective
- Measure 4.2 Ensuring effective and sustainable funding
- Measure 4.3 Development of co-operation
- the students at the vocational secondary education level as a percentage of all students at the secondary education level,
- the number of participants that have taken part in adult work-related training at vocational educational institutions,
- the percentage of 25-64-year-olds that participate in lifelong learning
- the number of vocational students participating in job-based education and
- the percentage of vocational education graduates employed in the labour market.
